November 30th. The General Officer Commanding in the

East Africa Protectorate thinks that German details, believed

to be four hundred in number and consisting mostly of petty

officers, were landed in German East Africa during August,

probably from the S.S."Ziethen".

Can you supply any information on this point? Is it possible that German subjects left for the Straits Settlements

before the receipt of my cypher telegram of August 7th, which

gave instructions that all enemy reservists were to be

detained? I desire to have all available information.
